Campus Parking Enforcement and Traffic Safety Reminders

Dear Mt. SAC Community,
As we start a busy semester, we would like to share important reminders about campus parking rules and applicable College and State regulations. Our goal is to promote safe, orderly movement across campus and ensure equitable access to available parking for all members of our community.
Parking on campus is governed by Administrative Procedure 6750 – Traffic and Parking Regulations and applicable state law, including California Education Code § 76360 and California Vehicle Code §§ 21113 and 40220.
Parking Permits Required
All vehicles (including motorcycles) parked in staff or student parking stalls must possess a valid Mt. SAC parking permit. For step-by-step instructions on registering your vehicle, visit: https://www.mtsac.edu/safety/permits-parking.html.
A parking permit is not required when parked in:
- Metered stalls or pay lots (however, payment in these parking areas is still required at the posted rates)
- Time-specified stalls
- Loading zones
- Spaces lawfully displaying a valid state-issued disabled placard or license plate
Important: Staff and student permits are only valid in areas designated for that permit type.
To avoid a citation, please ensure you:
- Park only in areas designated for your permit type.
- Park fully within marked stall lines.
- Park head-in (no backing into spaces).
- Allow sufficient time to locate parking.

Grace Period and Appeals
Permit enforcement in student parking lots for the Spring 2026 semester will begin on Monday, March 9, 2026. Beginning on this date, only vehicles registered for a valid student permit may park in student lots.
The College provides a limited enforcement grace period for student parking stalls at the start of each term:
- Two weeks (Fall and Spring)
- One week (Winter and Summer)
Important:
- The grace period applies only to student parking stalls.
- Student parking in staff stalls is not permitted and remains subject to citation at all times.
- The grace period also does not apply to day-use lots, restricted spaces, meters, and time-specified stalls.
Citations may be appealed in accordance with California Vehicle Code § 40215.

Parking Permit Fees and Refunds
Parking permit fees are authorized by Education Code § 76360 and are used exclusively to support parking operations and services.
Students who withdraw from the College may request a refund (minus a $10 processing fee) before the two-week refund deadline.

Campus Hours and Overnight Restrictions
- Campus hours: 5:00 a.m. – 11:00 p.m.
- Campus closed: 11:01 p.m. – 5:00 a.m. (unless prior authorization is granted by Police and Campus Safety)
- No unauthorized overnight parking
- Vehicles may not remain on campus for more than 72 consecutive hours without permission
Vehicles in violation may be cited or removed at the owner’s expense.
Off-Campus Private Property – Commercial Lots, Etc.
Business areas surrounding Mt. SAC, including commercial lots across Amar Road and Grand Avenue, are private property and do not allow Mt. SAC parking. Vehicles parked in these private lots risk citation and may be towed at the vehicle owner’s expense. The College does not have enforcement authority in those locations and assumes no responsibility for fines, towing, or other consequences.
Traffic and Safety Regulations
All provisions of the California Vehicle Code apply both on and off paved roadways on campus. The following are strictly prohibited:
- Parking in red zones
- Parking in yellow loading zones for longer than 15 minutes
- Parking in green zones for more than 30 minutes
- Parking in blue (disabled) spaces without a valid state-issued placard or license plate
- Blocking fire lanes, access roads, driveways, or pedestrian pathways
- Driving on sidewalks, pedestrian travel areas, restricted service roads, and unauthorized unpaved areas of the campus
- Parking for vehicular habitation or long-term storage
- Parking for non-College-related purposes
Parking violations may result in fines, towing, impoundment, student discipline, and/or trespass notice.
Prohibited Modes of Transportation on Campus
The use of skateboards, scooters (motorized or non-motorized), and roller skates is prohibited on campus. This prohibition does not apply to approved mobility devices such as wheelchairs or electric mobility scooters used for accessibility purposes.
We recognize that parking availability can be challenging during peak hours. These regulations exist to promote safety, ensure equitable access, maintain positive relationships with our neighboring community, and support emergency access and ADA compliance.
