Joe Dominguez

Joe Dominguez is a visionary Vice President of Administrative Services who serves as a digital strategist and catalyst for transformation, leveraging AI, data, and technology to modernize operations, strengthen decision-making, and position institutions for long-term success. He serves as Vice President of Administrative Services and Acting Vice President of Human Resources at Mt. San Antonio College, one of the largest single-college districts in California.

 

He provides executive leadership for the college’s administrative operations, including fiscal services, facilities planning and capital construction, risk management, public safety, purchasing, information technology, and support services related to human resources. He plays a critical role in maintaining the college’s fiscal strength by overseeing an institutional budget exceeding $890 million across all funds, including the General Fund (unrestricted and restricted), Capital Outlay and Bond Construction programs, and Financial Aid operations, among other key institutional funding areas. His leadership also includes advancing a multi-year capital construction program supported by voter-approved bond measures, including the implementation of Measure V, a $750 million initiative focused on expanding instructional capacity and modernizing campus infrastructure. Through this work, he helps guide complex operational and financial decision-making within California’s dynamic higher education funding environment.

 

With over two decades of experience in higher education, Joe brings expertise in financial stewardship, operational leadership, and organizational effectiveness. He is known for exercising sound judgment under pressure, particularly in navigating California’s fiscal conditions while ensuring institutional stability.

 

Prior to joining Mt. San Antonio College, Joe served as Vice President of Administrative Services at Los Angeles City College, where he led budget development, human resources, campus safety, information technology, procurement, and capital construction programs, overseeing major bond-funded projects that enhanced campus environments and student learning.

 

Joe’s leadership is informed by his lived experience as a first-generation college student and reflects a strong commitment to expanding access and opportunity. He integrates accountability, transparency, and student-centered decision-making to improve outcomes and support diverse communities.

He holds a Master of Business Administration and a Bachelor of Science in Business Administration and is currently completing a Doctor of Education (Ed.D.) in Educational Leadership, focused on financial aid navigation and student persistence.
