ADMINISTRATION OF OATH OF OFFICE

Re-elected trustees Dr. Manual Baca and Jay Chen, and newly elected trustee Peter Hidalgo, were sworn in.

BOARD LEADERSHIP ELECTION

Jay ChenAt its annual organizational meeting Dec. 16, the Mt. San Antonio College Board of Trustees elected Jay Chen as president, Judy Chen Haggerty as vice president, and Gary Chow as clerk. They will serve one-year terms, effective immediately. Re-elected trustees Dr. Manual Baca and Chen, and newly elected board member Peter Hidalgo, who represents Area 1, were sworn in during the meeting.

The election of Chen, Chen Haggerty and Chow marks the first time the board’s top three posts will be held by ethnic Chinese. “It’s important that our students, and our community, feel that this is a board that reflects them,” Chen said.

Trustee Chen was elected to represent Area 5, which covers Hacienda Heights and La Puente, in 2015 after serving on the Board of Education for Hacienda La Puente Unified School District for two terms and eight years. He was twice elected president of the Board of Education, and served two terms on the La Puente Valley Regional Occupational Program.  He has also served as president of the Asian Pacific Islander School Board Members Association, was a member of the Delegate Assembly for the California School Board Association, and a member of the Los Angeles County School Trustees Association. Chen currently owns his own real estate business.

Trustee Chen Haggerty has served as a member of the Board of Trustees since 2001, representing the area of Rowland Heights, a portion of Diamond Bar, and south Walnut.  She was the first Asian-American to serve on the Mt. SAC Board.   Trustee Chen Haggerty has been a practicing attorney since 1986, a community college law professor for 20 years, and currently serves on the governing board of Whittier Medical Center. Her 30-year community service profile includes founding director of FORUS foundation (Rowland Unified School District), founding president of Rowland Chinese Association and vice president of the Rowland Heights Community Coordinating Council.

Trustee Chow, a Walnut resident, was appointed an interim trustee on June 13, 2018, and elected in November 2018. He represents Area 2, which encompasses Covina, West Covina, north Walnut, and San Dimas. Trustee Chow is a Certified Public Accountant for Tinana & Chow, CPAs, with technical expertise in corporate, partnership, trust and individual taxes. Chow serves as chair of Walnut Valley Unified School District’s bond oversight committee. Trustee Chow is the current treasurer and a board member for the SGV Charitable Foundation, a 501(c)(3) non-profit which supports Boy Scouts, Girl Scouts, U.S. military members and local educational institutions in the San Gabriel Valley. 

Outgoing president Laura Santos was thanked by her fellow board members for her year of leadership.

INFORMATIONAL REPORT – Mt. San Antonio Adult Education Regional Consortium Update

The Mt. SAC Regional Consortium for Adult Education was established in June 2014 under the direction of AB 86 and subsequently through AB 104. Consortium members include Baldwin Park Unified School District (USD), Bassett USD, Charter Oak USD, Covina-Valley USD, Hacienda La Puente USD, Mt. San Antonio College, Pomona USD, and Rowland USD.

In 2019-20, the Consortium received a total state allocation of $35,717,349 with all members’ initial allocations based on 2012-13 funding levels plus subsequent years’ COLA and augmentations.  Members receive their allocations directly with Mt. SAC having oversight of consortium operations and serving as the consortium fiscal certifier.

The consortium achieved the following outcomes for 2019-20:

  • Total enrollment for student services was 41,787 (unduplicated).
  • The Adults with Disabilities served a total of 1,652 students for the 2019-20 year; 1,394 of these at Mt. SAC and 258 at Hacienda La Puente, respectively, with Mt. SAC achieving 1,144 post-secondary outcomes for this group.
  • Student enrollment in English as A Second Language (ESL) programs was 11,223 with 3,476 students achieving an Educational Functioning Level gain.
  • Student transitions to post-secondary education were reported at 16,974.
  • Student enrollment in ABE/ASE programs for 2019-20 was 7,783; 593 students earned a high school diploma or equivalency.
  • Student enrollment in Career Technical Education/Short-Term Vocational programs for 2019-20 was 16,234. 4,730 students achieved a California Adult Education Program recognized post-secondary outcome.
  • For the 2020-21 school year, all campuses have re-established most programs, either hybrid or fully virtual, reporting initial enrollments at 86% of reported enrollment for the same time period last year.
