Mt. SAC | Sworn Officers

Chief Kelli Florman has over 25 years of experience in policing and police training. She began her career in 1993 as the first female police officer in Mayfield Heights, Ohio (a suburb of Cleveland). She took on specialized assignments, including field training officer, community policing officer, bicycle patrol officer, and evidence technician. After promoting to Sergeant, she developed the department training program from scratch and has been involved with law enforcement training ever since.

Kelli moved to California in 2004 and taught Administration of Justice courses full-time for fourteen years, starting at Imperial Valley College and then becoming a tenured professor at Rio Hondo College. During this time, she spent over five years as coordinator of the police academies at Rio Hondo College and Palomar College and stayed active in police work by volunteering as a Level I Reserve Police Officer for municipal police departments.

Kelli returned to policing full time as Lieutenant of Patrol Operations at California State University Northridge. She went on to be Captain of Campus Police at Chaffey College and then Chief of Police for the Ventura County Community College District. She became Chief of Police and Campus Safety at Mt. SAC in July 2024.

Kelli earned a Juris Doctor degree from Case Western Reserve University and a Bachelor’s degree in English with a minor in Criminology and Criminal Justice from The Ohio State University. She is a POST-certified instructor for Tactical Communications, Racial Profiling, Cultural Diversity/Discrimination, Principled Policing, and Force Options/Use of Force/De-escalation. 

Kelli has resided within the Mt. SAC district since 2008. She enjoys singing karaoke, shooting pool, watching musical theatre, and rooting for her Ohio State Buckeyes football team.

He retired in 2018 as a Lieutenant and has been with the Mt. SAC Police & Campus Safety Department since 2021.

In addition to his work at Mt. SAC, Aubrey serves as an instructor at the Rio Hondo Law Enforcement Regional Training Center, where he teaches Arrest and Control and Driver Training courses. He is a POST-certified instructor in Principled Policing and Force Options/Use of Force/De-escalation. He also has been a Brazilian Jiu-Jitsu practitioner for over 20 years and an instructor for the last nine.

Aubrey earned a Master’s degree in Organizational Leadership and a Bachelor’s degree in Business Management from University of Redlands.

Aubrey has resided within the Mt. SAC district since 2002. Aubrey is a committed husband, father of five, and proud grandfather. He is passionate about photography and enjoys visiting museums.

Angela La Riva brings more than 16 years of policing, public safety, security, and emergency management leadership experience to Mt. San Antonio College. She began her policing career with the Culver City Police Department, where she served in patrol, investigations, special victims, and traffic investigation assignments. During her tenure, she investigated crimes against children, domestic violence, sexual assault, stalking, and other sensitive investigations while also managing specialized public safety programs.
 
She later joined the California State University, Northridge Police Department, where she served as Sergeant and Watch Commander, overseeing patrol operations, emergency management initiatives, community engagement programs, and investigations involving sexual assault, stalking, and harassment. She also contributed to campus emergency planning and served as a liaison to equity and diversity programs.
 
Most recently, Angela served as Vice President of Public Safety for The Hollywood Partnership, where she led public safety, security, emergency management, homeless outreach coordination, and quality-of-life initiatives throughout the Hollywood Entertainment District. In that role, she worked closely with law enforcement agencies, local government, business leaders, service providers, and community stakeholders to enhance public safety and operational coordination in one of California's most visited destinations.
 
She has been with the Mt. SAC Police & Campus Safety Department since July 2026.
 
Angela earned two Master's degrees in Public Safety Leadership and Administration and Emergency Management from Arizona State University and a Bachelor of Science degree in Communications and an Associate of Arts degree in Criminal Justice from the University of Phoenix. She remains actively involved in advancing the policing profession through the California Peace Officers' Association (CPOA), where she has served on the Law and Legislative Committee for more than ten years and previously served a term on the organization's Executive State Board. Through her work with CPOA, she has contributed to discussions involving public safety policy, legislation, and professional development initiatives impacting police agencies throughout California.
 
As Lieutenant at Mt. SAC, Angela is committed to fostering a safe, welcoming, and service-oriented campus environment through community policing, collaboration, preparedness, and proactive engagement with students, faculty, staff, and visitors. She enjoys running and spending time with family.

Sergeant Peter Gamino has over 34 years of experience in policing. He started his career in 1987 with the Los Angeles Community Colleges Police Department. He transferred to the Los Angeles Police Department (LAPD) in 1988 and worked several different divisions and assignments throughout his career. He worked the Rampart Division, Wilshire Division, 77^th Division, Central Division, Newton Division, Southeast Division, Hollenbeck Division, and Special Operations Division.  He was a Field Training Officer, Field Patrol supervisor, Community Relations supervisor, gang unit supervisor, assistant officer in charge of detectives, undercover officer, complaint investigative unit supervisor, and watch commander.

Peter is a recipient of the LAPD’s Police Medal for Bravery after helping rescue several Los Angeles Fire Department personnel who were ambushed by a shooter in possession of an assault rifle.

He retired in 2021 as a Lieutenant and has been with the Mt. SAC Police & Campus Safety Department since November 2024.

Peter earned an Associate’s degree in Police Science from Rio Hondo College.

Peter enjoys attending concerts, watching plays at the Pantages Theater, assembling large Lego sets with his son, building model kits of ships, cars, planes, sci-fi figures. He also loves attending sporting events and is a fan of the Dodgers, Angels, Rams, Chargers, and Kings.

Sgt. Carlos Langarica has over 28 years of experience in policing. He served in the US Navy from 1991 to 1995, onboard an aircraft carrier. He joined the Los Angeles Police Department (LAPD) Academy in 1996 and began his career patrolling in the Watts area of Los Angeles. He then transferred to Northeast Division and was assigned to the Gang Unit (CRASH). He transferred to Training Division where he taught Gang Awareness and Active Shooter Response. He promoted to Sergeant and transferred to Newton Division. He then worked at Central Division (Downtown LA), Transit Services (MTA) and Hollenbeck Division (Boyle Heights).

Carlos is a recipient of the LAPD’s Medal of Valor and the Police Medal for Bravery.

He retired in September 2024 as a Sergeant and has been with the Mt. SAC Police & Campus Safety Department since November 2024.

Carlos has resided within the Mt. SAC district since 1997. He enjoys hiking, jogging, and traveling.

Officer Richard Gadsby has over 31 years of experience in policing. He served in the US Army and Air Force from 1987 to 2018, both active duty and reserve, and completed 5 deployments, including two tours in Iraq. He joined the Los Angeles Police Department (LAPD) in1995. He worked various assignments including Patrol, Fugitive Apprehension, and Gang Units. He served as a Field Training Officer for ten years, responsible for the development and training of probationary officers. He also taught Active Shooter Response to officers and community members. He was promoted to Senior Lead Officer in charge of city facilities in South Los Angeles before transferring to the LAPD Academy, where he served as a Human Relations instructor.  
 
He retired in 2026 and has been with the Mt. SAC Police & Campus Safety Department since July 2026.
 
Richard earned a Bachelor’s degree in Biology from University of California, Riverside.
 
Richard enjoys playing soccer, boxing, and traveling.

 Police Officer George Magallon has over 28 years of experience in policing. He served for 24 years in the United States military through active duty, reserve, and the National Guard. His military service included multiple overseas deployments. He is a graduate of Officer Candidate School (OCS) and the U.S. Army Ranger School, experiences that strengthened his commitment to servant leadership, accountability, and mission readiness.
 
He started his policing career in 1998 with a large municipal police agency. He served in a variety of assignments, including patrol, gang enforcement, crime suppression, and high-risk fugitive apprehension. He also served as a member of a Special Weapons and Tactics team, where he was assigned as a Tactical Medic. He successfully completed the Los Angeles County Sheriff’s Department Special Weapons and Tactics Course and Tactical Medic Course, equipping him with advanced skills in critical incident management, tactical operations, and emergency medical response. During his career, he also spent seven years with the Montebello Unified School District Police Department. 
 
He has been with the Mt. SAC Police & Campus Safety Department since July 2026.
 
George earned an Associate of Science degree in Nursing from the Community College of the Air Force, a Bachelor of Science degree in Criminal Justice from California State University, Los Angeles, a Master of Public Administration from California State Polytechnic University, Pomona, and a Master of Science degree in Emergency Management from the University of California, Irvine. He is currently pursuing a Doctor of Public Health (DrPH), with a focus on advancing leadership and resilience in public safety and emergency management.
 
George has resided within the Mt. SAC district since 2020. He enjoys running, watching horror movies, and spending time with his family.
