Employment Training PanelETP Logo

The Employment Training Panel (ETP) provides financial assistance to California businesses to support customized worker training to:

  • Attract and retain businesses that contribute to a healthy California economy.
  • Provide workers with secure jobs that pay good wages and have opportunities for advancement.
  • Assist employers to successfully compete in the global economy.
  • Promote the benefits and ongoing investment of training among employers.

Program Overview

ETP is a business and labor supported state agency that assists employers in strengthening their competitive edge by providing funds to off-set the costs of job skills training necessary to maintain high-performance workplaces. The program is performance-based, providing funds for trainees who successfully complete training and are retained in well-paying jobs for a specific period of time. The program is funded by the Employment Training Tax paid by California employers, and targets firms threatened by out-of-state and international competition.

Multiple Employment Contract (MEC) Holder

As a MEC, the Mt. SAC Workforce Training Center (WTC) provides customized training to eligible employers, with a substantial portion of the instructional costs covered by ETP.  This often allows qualifying businesses to receive tailored employee training at no cost, with expenses covered by the State of California.  Employers can leverage the WTC for ETP-funded programs to oversee their contracts, avoiding the expenses and complexities linked to managing a contract independently.  We are dedicated to supporting our local economy by delivering education, training, and services that drive ongoing workforce development and improvement.

To qualify for FREE ETP-funded training, employees must:

  • Be California residents.
  • Earn at least a minimum base rate per-hour based on the county of employment. Overtime does not count toward this wage.
  • Be employed full-time (35 hours per week or more) with the company.
  • Be employed with the company for at least 90 days after the last day of training.
  • Report their Social Security number and wage/salary for enrollment into the ETP online database system.
  • Complete at least 8 hours of training with us, and a maximum of 200 hours.
  • Be paid regular wages (or overtime if necessary) during training hours.
  • Top Level Management and Directors may or may not be eligible for free training.
