Measure R — the "Mt. SAC Promise"

The "Mt. SAC Promise" is an ongoing commitment to provide a state-of-the-art campus environment that fosters innovative instruction and learning for current and future generations at Mt. San Antonio College. This Promise made to students, faculty, staff and the community is seeing its fulfillment through Measure R — the $221-million facilities construction bond, approved by local voters and property owners in 2001.

As the second approved facility bond in Mt. SAC's 60-year history, Measure R is the product of the College's 2020 Vision Strategic Plan, which projected conditions and enrollment growth at Mt. SAC over 20 years.

The College conducted a special study that signaled an alarming wake-up call — 67 of the 78 campus buildings needed major remodeling or replacement. Moreover, leaking roofs, seismic safety concerns, faulty plumbing, foundation cracks and ventilation issues were just some of the myriad problems plaguing these aging structures — 85% of which ranged between 30 and 70 years old (predating the College).

A burgeoning student enrollment growth placed further strain on Mt. SAC's already taxed facilities, which compromised the College's ability to fully live up to its open-access admission policy. Forecasts projected the need to turn away more than 5,000 students over the next five years unless effective measures were taken to increase classroom space. Budget constraints reduced facilities maintenance to stopgap measures to patch up crumbling structures and systems.

Finding this "BandAid" approach neither acceptable nor sustainable, the College leadership developed a strategic plan, and from that the Measure R campaign was born. With the theme, "Remember, Restore, Renew," the campaign involved faculty, staff, students and the Citizens for Mt. SAC, a volunteer committee of community members who managed the campaign. The "Mt. SAC Promise" was presented at a variety of public meetings and private gatherings throughout the College's geographic district, including city councils, service groups, and senior citizen centers.

Area voters endorsed The Promise by passing Measure R by a convincing 58% during the 2001 General Election. Today The Promise remains alive and dynamic with visible campus results and impressive returns — most notably through robust enrollment growth at Mt. SAC and continued academic distinction.
